  4.         The ownership of information is a fundamental problem with
  5.         hypertext. Adding hypertext links to information owned by others
  6.         does not give you rights to that information.
  7.  
  8.         For that reason you should either:

  10.             (1)  Create the information used
  11.  
  12.             (2)  Obtain agreement to use information created by others
  13.  
  14.             (3)  Use information that is in the public domain
  15.  
  16.         As for the public domain <link12 3 13>. . . all laws, rulings,
  17.         regulations, and requirements produced by state and federal
  18.         governments are available for hypertext without copyright
  19.         restriction.

  21.         For example, the U.S. government alone has 15,000 books in current
