- The ownership of information is a fundamental problem with
- hypertext. Adding hypertext links to information owned by others
- does not give you rights to that information.

- For that reason you should either:

- (1) Create the information used

- (2) Obtain agreement to use information created by others

- (3) Use information that is in the public domain

- As for the public domain <link12 3 13>. . . all laws, rulings,
- regulations, and requirements produced by state and federal
- governments are available for hypertext without copyright
- restriction.
